You can't unless you previously downloaded Mavericks from the App Store. It was removed when Yosemite was released.
You may want to consider getting Mountain Lion.

In all likelihood, your Mac is not running a version of OS X that is tied to that IT person's AppleID and you will not be able to update it in the future without his password.
